Bug 1645662 - page_info_help.xhtml: update help for General tab. r=IanN a=IanN

Update the help text, based on the changes proposed by
Rainer Bielefeld.

- Move page title description (used to be before the list, bug 1215856);

- Remove "Source" and "Expires" (removed in bug 339102);

- Change "Render mode" to "Render Mode" to match the label;

- Add descriptions for "Type" and "Referring URL";

- This tab used to have two portions, but now has three. Add a
  description for the security information part and reword the
  metatags portion description accordingly.
